El Cerrito library task force holds first meeting Sept. 8

The task force is scheduled to hear a presentation on the history of the library and efforts to improve it, review the responsibilities of the task force, and set a regular meeting schedule.

The presentation notes that the options for funding a new or renovated library are limited: the city can’t afford to finance it through its general fund and reserves, state funds aren’t available, and voters rejected library measures in 2016 and 2026. It mentions another option, an Enhanced Infrastructure Financing District, but says it wouldn’t add any new revenue.
Despite the lack of funds, the city presentation still focuses heavily on increasing the size of the library from the current 6,500 square feet to 20,000 square feet. Under “Potential Options for New or Updated Library” it lists:
1. Renovate existing library (6,500 square feet, $10,346,000)
2. Rebuild + expand existing library (13,000 square feet, $35,785,000)
3. Build library in El Cerrito Plaza BART transit oriented development (20,000 square feet, $37,224,000)
4. Build standalone library on new site (20,000 square feet, $47,900,000)
5. Renovate an existing building into library (20,000 square feet, $40,604,000)
Although it isn’t included in the presentation to the task force, the document cited for the construction costs, the Impact Report on The El Cerrito Library Initiative, notes that the cost for expanding the existing library and the cost given for building a standalone library both include the cost of including parking. It assumes a renovated existing building would already have parking. The Plaza BART proposal would not include parking.
The task force is scheduled to meet for a year. It is charged with considering, but not limited to, the following:
• Site feasibility analysis
• Projected costs
• Potential funding options
• Library design and features to include in a new library
• Public engagement process
• Any other work as assigned by the City Council
Its recommendations to the City Council are advisory only.
